I'm learning html/java script but need ideas what too design for my app

I was thinking of designing a custom html where users can rate DJs out of 5 then each month one DJ with the highest rating will be DJ of the month, as the station i made the app for they decide whos DJ of the month but I believe the listeners should have there say. I want too make my app more interactive but not sure if this idea will work or not. So I need suggestions on what I could do with html/java script/css too make my app more interactive.
