Can I create an APP to send an SMS with an specific message to a phone number? Thank you

No I'm sorry, you currently cannot send SMS messages using Andromo.

Some people have said that it is possible using HTML, but only just to launch the SMS app on the phone and not automatically sending it. Some references:
