Updates to my app on Google Play Store

How do I make changes to my app, like updates, or if I want to add to it.

    You make the changes in Andromo and submit the newly built apk to google play by choosing the app entry there and heading to the APK section.

    So does it mean the apps users who downloaded the app before the update will also see the new changes after I submit to google play?

    They will be informed of an update. If their Google Play is set to autoupdate apps, it will be autoupdated. If not, they will be nagged from time to time that the app got update, and it's up to them to actually install it or stay with the old version.
