App interacting with phone settings

Hi guys I'm trying to design an app witch put the phone on vibrate if this and this happens.I'm a beginner here and I don't know how to program if someone can help me out with this that would be greatly appreciated. Thank You

    Hi,

    That isn't the sort of thing that you could build using Andromo. If you want to build an app that changes the system settings based on certain triggers, that is something you would need to build on your own using the Android SDK.

    If you're just looking for something like that to use for yourself, however, there are already apps that can provide that kind of functionality, such as IFTTT for example.
