Splash Screen and Banner Ads Issue.

in android app splash screen is very important when andromo add this feature?
why we cant customised banner ads on top of screen because some time bottom banner ads accidentally clicks by user in some full screen devices in result our app rejected by facebook and admob.
please clarify and solve this issue.
