Replicate the "About us" page to my own design

I have been trying to replicate the standard Andrmo about us page to my apps.

I will like to have the same look and feel as the About us page ?????

I can not set the picture size correctly I have try almost every thing including the ...<p> <meta content="width=device-width, user-scalable=no" name="viewport" />
</p> and still give me a larger picture.

I have set the pic as the recomended size ......"We recommended a minimum 800x400 image (1600x800 is even
better) in JPG format. Maximum 2MB file size." but no luck

I wonder if anybody can provide me some advice ?? please
