How Do You Upload App to Apple Store from a Windows PC?

Hi,

I have managed to upload my Andromo app to Google Play and would like to now try to upload it to the Apple Store.

My problem is that I'm using a Windows PC, which means I can't run XCode or Transporter, which I believe are necessary for submission to the Apple Store (according to the Andromo YouTube Video on the subject).

I don't want to pay for an Apple Developer account unless I know for certain that I can upload apps from a Windows PC.

Alternatively, is it possible for me to pay someone to do this for me? If so, who could I approach?

(Sorry if this is a really daft post, but I'm not technically minded at all!) 😌
