APK Error

I'm getting this error (see below) when i try to add a new APK at my app at the google play store. Please help here...

Your app currently targets API level 27 and must target at least API level 28 to ensure it is built on the latest APIs optimized for security and performance. Change your app's target API level to at least 28. Learn how.

You need to use a different version code for your APK or Android App Bundle because you already have one with version code 22.

We updated the target level API 28. Please, try to rebuild your app and try to upload it to the Google Play Store one more time.

Ok thanks, but after I built my app and received the e-mail that it was ready..my app still is saying being built. Can you check this ?
