Has Andromo been upgraded for Google Play Advertising ID Policy due on Aug 1, 2014?

  Yes, months ago. There are several posts about this and an exact date somewhere. So all is good.

  The current version of Andromo uses that SDK, and has for quite a while (since v3.3.0 - released January 21, 2014).

  Of course, you should generally be keeping your apps updated more often than that to be most compatible etc. Our current release is 4.0.8 / July 24, 2014.
